Phil Garrett

Owner & President

Phil Garrett started his career at Aspen International Cable Corporation, working as a drafter by night while studying mechanical design by day at Chemeketa Community College. As Drafting Manager and later VP of Engineering Services, Garrett helped grow the company both in revenue and resources, overseeing the department through its integration as part of Argus Communications. At Argus (later Dycom), he managed multiple million-dollar fiber network projects across the country.

In 2005, Garrett was selected by the cities of Monmouth and Independence to oversee the inception of MINet, one of the first independent FTTP networks in the country. As General Manager of MINet, he built the innovative telecommunications network from scratch and operated it for seven years.

Garrett launched ADP Resources in 2012, as a response to growing demand for his services. He brings over 20 years of telecom management expertise and an integral, collaborative, agile approach to providing high-speed data, phone service and cable TV nationwide. He lives on a small farm in Independence, Oregon with his wife DeAnne.

Travis Stenhjem

Director of Infrastructure Management

After graduating from Arizona State University in 2004, Travis worked as an Assistant Golf Professional. In 2008 he moved back to Portland, OR, and started a new career in the Telecommunications industry. Travis began his cable career working in the Call Center for Comcast before pursuing a Construction Project Coordinator role covering Cellular Backhaul. 

In his role as a Project Coordinator, Travis learned all aspects of fiber optic design, documentation, and field operations. As the department began to grow Travis was promoted to Fiber Construction Supervisor, where he built a highly effective team of 10 staff members. 

In 2017, Travis left Comcast and became the Area Manager for SEFNCO Communications. In June of 2019, when SEFNCO ended local operations in the Oregon market, Travis joined our team at ADP Resources as the Director of Operations. 

Outside of work Travis spends time with his family, and enjoys camping, hiking, golfing and going to the beach.

Karina Manzo

Karina was born in Mexico and moved to the U.S.A. when she was 10 years old. She is the youngest of the siblings; 5 sisters and 2 brothers. 

One of Karina’s biggest accomplishments, for both her and her family, is her graduation from college with a Bachelor of Arts Degree – Majoring in Social Science and minor in Spanish. Karina is the second one of her family to graduate from High School and the only one with a college degree. 

While attending school and for several years after her college years, Karina worked for a telecommunications service provider that introduced her to the industry. Early in her career Karina was engaged in customer service, checking service quality and customer’s equipment, billing for services, and establishing services for customers. 

Karina really enjoys learning new things, taking on new challenges, and loves helping others. During a college course Karina collaborated with her fellow students on the creation of a tenant’s rights form for the City of Independence. 

We are proud to have Karina on the leadership team here at ADP Resources. The passion, drive, and love of helping others she brings is an inspiration to all!

Alicia Graham

Born to Air Force Parents, Alicia grew up moving around the world but would always end back up at Travis Air Force Base, in California, which she considers her hometown. When she was not living overseas, Alicia spent her summers and holidays on the family tree farm in Canby, Oregon.

In 2005, she moved to Salem, Oregon to be closer to her extended family. After graduating from high school Alicia immediately entered the work force working in retail and the food service industry. She eventually went back to school and received her Associates in Drafting and Design in 2014 at the top of her class with honors.

Alicia accepted a drafting position at a local MEP engineering firm as a plumbing drafter. She would eventually add both electrical and lighting drafting to her skillset. After 5 years doing MEP drafting, Alicia decided to branch out by accepting a telecommunication drafting position at ADP Resources. She quickly earned the rank as a lead drafter and 2 years after joining the ADP Team, she was promoted to Drafting Department Manager.

In her free time Alicia enjoys playing video games, baking, and playing cards and board games with family and friends.

Aloura Owens

Aloura was born in Southern California to a large family which includes having 5 brothers and 3 sisters. She lived in various areas across the state of California before making her move to Oregon in 2014. Her work history consisted of Retail and Customer service, which includes working as a Customer Service Representative and Floor Support for Nike.

Aloura joined the ADP team in 2017 as a Data Entry Specialist. Shortly after she started working on her Drafting Certificate at Chemeketa Community College all while working part time. After working as a Drafter for over a year, Aloura became Lead for the Drafting Department before transferring to become Quality Control Supervisor.

In her spare time, Aloura enjoys camping and fishing, making Diamond Paintings, trying new sushi places, and spending time with her friends and family. As an avid singer Aloura loves going out for the night and singing Karaoke. She has 3 beautiful children, 3 crazy dogs, and a wonderful fiancé.

Jake was born and raised in Wausau, a small town in the heart of Wisconsin. As a child, he spent a lot of time on the golf course. This led to him playing varsity golf as a freshman and working at the local country club, all the way up to college. He attended University of Wisconsin at Stevens Point and later lived in Madison, WI for several years. There, he would start his career in the CATV industry as a contractor for TDS Telecom working in their Right of Way Department.

In 2018, he decided to move to Oregon to experience a new setting for his life. Shortly after arriving in the Pacific Northwest, Jake would join the ADP team as a Permit Specialist. After working in that position for 3 years, Jake became the manager of the Permitting Department.

Jake enjoys his life in Oregon which includes taking day trips to the coast, golfing, and exploring the many walking trails around Portland with his girlfriend and dog. He also enjoys playing video games and discovering new music.

Chris Nelson

Born and raised in Silverton Oregon, shortly after his 19th birthday Chris enlisted into the United States Air Force. Chris was stationed at Travis AFB from 2006-2012 where he was an aircraft electrical and environmental technician on the KC10 aircraft.

After being honorably discharged, Chris continued his education in the electrical field at Los Medanos Community College, in Pittsburg CA, Majoring in Electrical Technology. In 2014 Chris moved back to Oregon and started work building electrical control panels. In August of 2016, Chris joined ADP Resources, and in 2017 he took on the Management of Field Operations.

In his spare time, Chris enjoys spending time with his family, camping, golfing, billiards. Chris plays pool in two pool leagues, APA and USAPL. His USAPL team has qualified multiple times for the national tournament in Las Vegas and has played in charity events.

Frank Zabel

Frank has been in the cable industry for 22 years, working for both Charter Communications and Comcast. Frank began his cable career in 1997 as an installer with Charter. As he grew in his career, he advanced to maintenance technician. Later in his career he moved into construction, beginning with quality control and then working to become a construction coordinator.

When Frank moved to Portland in 2007, he began a new career with Comcast. Due to limited opportunities available at the time in construction, he began as an installer once again. Over the course of several years, he continued to grow and work in roles performing commercial site surveys, construction coordination, enterprise fiber construction coordination.  After six years successfully fulfilling several roles, Frank was promoted to construction supervisor for the SW Washington region of the Portland market where he worked for three years.

In March of 2020, Frank joined the ADP Resources team as the Nevada Area Operations Manager. In Frank’s free time he likes to hang out with his wife and kids, Mt. bike and Snowboard.

Kenn Waters

Kenn started working in the CATV industry in the 1980’s. He started out on the line crew for Time Warner then to Central Florida System. After a year in the field, Kenn was presented the opportunity to transition into a role where he provided system information for as-builts, helping Time Warner’s designers. As he moved through his career, Kenn worked in several areas of the CATV industry, including System Engineering, Drafting and Design. His work included specialized areas that utilized the new technology at that time.  As a result of Kenn’s hard work and diligence, he continued to grow in his career.  He has had the opportunity to create system and development plans and carry out network plant audits.  His expertise expanded into Permitting Services, Construction Management, Inspection Services, and other Management areas.

As the industry evolved and companies merged, Kenn found himself being able to work in various cross over communications systems.  It is the close client contact that Kenn enjoys most about the job. Through the variety of project experiences, Kenn has been able to make personal connections with clients and outside plant engineers.

Kenn officially joined ADP Resources in 2020; after working as a contractor for the company for many years. Located in St. George, Kenn is the Operations Manager of the Utah branch.

Kenn loves being able to travel for work and working in various areas of the country. In his free time, Kenn enjoys spending time with his family, hiking, and going to concerts.
